This signal intelligence listening station was established in 1961 and was finally abandoned in 1994. It ws operated by both the KGB and the STASI and gathered sig-int from most of western Europe. It's goal was surveillance and espionage.
An interesting aside - the square tower (now a hotel) housed the TV transmitting antenna which broadcast the 1936 Berlin Olympics!
