It is a little known fact that German U-boats operated in the Indian Ocean during WW2. There is photographic evidence that they were moored at Swettenham Pier, in the open, because of the low probability of aerial attacks. Over 40 U-boats were sent to the east; many were lost. They operated in conjunction with the Japanese submarines where is was forbidden to attack another sub!
