I just came across this video of American comedian Sebastian Marx in Dijon, and he's referring to that same owl which was the object of this puzzle. He goes around various regions of France and everywhere he goes he bases part of his show on interacting with the audience and talking (and learning) about their region and the sometimes weird local lore.
