Welcome to the forum, johntadams!
The first location shows oil wells with their pumps. And the second - I don't know, may be abandoned campsite ?

Hi John! Your first coordinates are locating Monument Butte - Newfield Exploration oil field: (check desktop GoogleEarth / Layers / Gallery / GEC @ >>40.042840, -110.076348<<) *** 2nd location is situated within Ute Indian tribe lands next to a pre-school and a bus station on the opposite banks of the water reservoir, where a campground can be find. I have tried to dig up some infos, but no useful results. However the settlement, " Fort Duchesne was originally a fort, established by the United States Army in 1886 and closed in 1912." ( wikipedia), I do not think this was a military facility. These are abandoned, but not too old structures - probably a failed project of a campground, bus station, recreational- or residental area... (?) ... Good spotting! Welcome to the GE Community!

The 2nd place, in town, beside the reservoir , are picnic or gathering sites.. maybe camp sites . So in the windows program you can easily use "go back" to 1997, and see that 3 leaf clover sites had structures in each lobe. The square site to the north , beside the road, is the entry to the Ute land area there. It had different hex shape structures, that was a motel site for the tribe to operate, use. see www.flickr.com/photos/19779889@N00/sets/72157629334711981/comments/they've demolished the model and and built what looks like a public rest, information area Their website shows a plan to build camp grounds on the west side , the other side, of the reservoir. but well, its free money ... not entrepreneurial.
