Nice find. Spent like 45 min looking for a trace, but nothing. - other map overlays - historical maps (American, Russian, French), as it looks like an older structure - google books and google scholar on anything historically relevant in the area or touristic nothing.
Well, maybe someone else knows

Same experiences here. Thanks for the try and your comments siggi! Easy solution could be obtained by get in contact with photographers, but it can wait a while... Rather interesting anyhow that these are missing from topo-maps. Probably too small objects to be signed on non-thematic maps? But what about these giants then? ...

I found the photographer of the tower "Bilah Amrani" and sent him a message on Facebook. He lives in Algeria, I asked him to join this community on this thread to give answer to your question.

...I found this one labelled "stile et Maggar" at a town nearby. Yeah, that is it! GE Photo 1,45 kilometers NW of your mark with the untranslateable label ... at least I could not extract a usable search word from it for the first try... Hamaria, entre Stile et MaggarGE Photo by Tarek BoudjedriBut the photo right next to your placemark by some 'Anis new' and it's label: البيبان in arabic is a clue! The word has many google-translations, but four of those refers to "door" or "entrance" meanings. Probably these are some kind of border posts between two settlements or "gates" of the towns these are next to...(?) ... Anyhow - thanks for this great addition Léon!
