Interesting technology for fresh-water treatment has been introduced in LA some 11 years ago in 2008. (Today, in 2019 still I did a backflip in my armchair watching this, also no GE layer-info available so thought to share here.)
3 million black plastic balls were dumped into Ivanhoe reservoir*, that thought to block sunlight, prevent harmful chemical reactions, keep birdies away (no poop) also decrease evaporation.

There were critics about the bacterological hazards of the system, however 96 million balls at Van Norman reservoir were still in-pool by 11/2018 , and based on GE imagery fill started at 12/2013.
For other reasons, balls were removed from Ivanhoe Reservoir in 2015.
