Here is a clue: The characters form a poem, to be read from top to bottom and from right to left (not that I can read it ). It can be found in a city that has a large number of ‘wall poems’ in many languages. Once you found the name of that city, you should be able to find the location of this particular poem.

Well done all! The answer: Possibly the second most famous haiku (after the one about the frog and the pond) by Matsuo Bashō (1644-1694). A ‘literal’ translation, by David Landis Barnhill:
stormy sea: stretching over Sado, Heaven’s River
A translation by R. H. Blyth, which maybe tries to explain too much:
A wild sea, And stretching out towards the Island of Sado, The Milky Way.
To be found in Leiden, the Netherlands, a city famous for its large number of muurgedichten (wall poems) in many languages. 52.1569°N, 4.4856°E
