The solution:
This is "Mr. Trash Wheel", officially known as the Inner Harbor Water Wheel, a garbage collector as a water-wheel ship that removes the garbage from the Inner Harbor in Baltimore, Maryland. It is powered by hydropower and solar power and the machine puts the garbage from the harbor on a conveyor belt on board, which leads him into dumpster of the ship. 39°16'59.95" N 76°36'13.29" W
