Well done all!! ANSWER: This pile of dirt is the first stage of the new SpaceX launch facility for the BFR rocket at Boca Chica, TX. The BFR is the launch vehicle for a planned trip around the moon and eventually to Mars. 25°59'50.52" N 97°09'26.29" W. The dirt has been piled there for about three years to allow the wet soil to compact. It is currently being reshaped into a launch pad. This article explains.
