I have already splitted that number in two parts the first time you gave it and used the two numbers as coordinates. I ended up in a super poor village in Romania but I could not find that thing anywere so I gave up. I went there again and still no luck

ANSWER Maybe, this clue was a bit far-fetched but two players still followed my logics, congratulations again to Walter and ndrqu. The number 46212130 meant 46°21' N 21°30' E Which leads you to an unknown village in Romania called Sântana. If you google the words seen on the original image plus Santana, you will instantly see the mural in San Francisco of the great-great Carlos Santana made by Mel Walters with the Aztec symbols painted by the artist called Hyde.

great puzzle! sigh, i was on the right track from the very beginning but instead of 46°21'N 21°30'E i only (how "clumsy" of me) typed 46.21 21.30, another romanian village megacity called arad by the way, this great mural is at 19 th st/mission st, sf

But no regrets, I would never have used the name of the place there as a name to use to find another place. Too clever for me, especially over the weekend...

I was 95% certain of the city based on the type of building in the background of ndrqu's post. I used to live about 3/4 mile up the hill from there. And "Hyde" made me think of a street there.
But the Bingo and coordinates threw me totally off track. Interesting place, however!

You're right about that. Spending hours on a puzzle is never a good solution (at least for me). You're either wrong because there is probably a shortcut to the solution that the author of the puzzle wants you to find, or wrong to try and solve a puzzle that demands hours of going through lists of things (northermost towns, swing bridges, sculptures of children on roundabouts, there are scores of those!!! ) or hours of scanning entire regions of planet Earth. Like Cyrano de Bergerac said (in the famous play): "Non merci." So I find it almost immediately or I give up until given a clue. And once I see a clue I start the process all over again. Except when I reeeeeaaally have a lot of time and nothing else to do.
