The Polo Stadium in Giarre (Sicily, Italy; 28,000 inhabitants) was supposed to hold 22,000 people. Work began in 1985, funded by the National Olympic Committee. In 1997, the construction was stopped - because the stands were built at too steep an angle. Only once a polo game took place there: On 11 December 2011, young people came to a protest happening with wooden hobby horses in the stadium. Now it plans to convert the stadium into a heliport. The next human error.

I'm not finding any clue that says it is "too steep" . What I find is that there is no one to use it. It is sitting there with the "charter" saying it must be used for Polo, and .. no Polo.... its a town of 20,000 people, its in Sicily. No one was starting up stables because the stadium is there for polo... The government which owns the stadium should also admit that Polo is not going to happen, and get the stadium changed over. Rather than thinking that the source of the money doesn't know its been wasted.
