it is not a Space Shuttle, at least much more smaller. (length = 16 meters, compared to e.g. Endeavour's 37.237 m)

even it is not a Buran (36.37 m).

probably some test flight vehicle as BOR-5 (?)

by best bet it is an artistic installation of "Gallery Fuchigami", let it be anything:

interesting though that NASA retired the Space Shuttle in 2011 and your "Small Shuttle" appears on 2012 imagery. (okay, it does not tell much, as next archive date is 2004)

interesting find anyway!
