gosh, even with the user guide you need one hour to understand what time it is... (at least me!) Not that difficult to read time. Each panel in 1st row is 5 hours - with 2 lit panels it becomes 2x5 = 10 hours + Each panel in 2nd row is 1 four - with 1 lit panel it becomes 1x1 = 1 hours Total - 11 hours. Each panel in 3rd row is 5 minutes - with 9 lit panels it becomes 9x5 = 45 minutes + Each panel in 4th row is 1 minutes - with 3 lit panels it becomes 3x1 = 3 minutes Hence time = 11:48 Easy

Well done all! The answer is; Mengenlehreuhr (Set Theory Clock) also known as the Berlin Clock. Located on Budapest Street.
After its construction in 1975, it became the first public clock that uses illumination and color to show time (probably the first digital clock). It is also mentioned in Guinness Book of Records. Google Street View
