360 Panaroma with Google Earth

Hello,

I have been trying to capture 360 panaromas from Google Earth for years, still cannot figure out how. There is Nvidia Ansel which is specifically designed to capture 360 panaromas, but it seems to be not present in Google Earth at all. 

I was wondering why Google doesn't want the community to have the ability to take panaromic photos in Google Earth. 

Or is there a way which i am not aware of?

Please advice. Hope someone out there can help.
