interesting, double (triple) fenced site with multi-storey buildings within. looks like as it were a house (without roof) with a big building in each room. what this could be? what could be the function of the inner walls? hey, what the heck is this all about? house of buildings.kmz (740 B) prison? *** EDIT: Recent best bet: these are IDP buildings. Interesting facility. What ever the Azerbaijanis intended to be is hard to say since construction ceased in mid-2015. Structures with numerous small 3 to 4 meter square rooms/chambers and the triple wall/fence security could support your prison hypothesis, but prisons usually have guard towers. Maybe they would have been added if constructions had continued. The adjacent facility with what appear to be two cooling towers might have been for a planned power plant to support what ever this operation was intended to be.

I found a name - Azadabad (but nothing about that) Built around 2013. Secured area with walling. Apparently two higher residential buildings. Possible: military area or a kind of animal testing station.

I see that Azerbaijan is claiming to have finished building apartments for "internally displaced persons". Not sure, but it seems to be a prime area for such. The factory looking structure to the north of the highway is an "agropark" which means a pilot for high tech greenhouse farms, at least for the seedlings, but to go complement the farming land.. using water from the river, to produce more from the same amount of water. (or use less water,which ever way round you want to look at it.) But this site appears very residential. The isolation and security may well for the occupants safety, and somewhat perhaps so they can run their own affairs , like a ghetto, and get work at the farms/agropark , perhaps. but also perhaps to ensure its not the home they want to stay in if they don't become useful. Its got its own school, childcare, health clinic, shop , waste facility
