Polygon Overlays - Pop Up Box Order

I have two of the exact same polygons where my current symbology has one with an outline only and the other is filled in but has different information in the pop up box.  I am looking for a way to give one of the files precedence over the other once you click on the polygon, so only that specific pop up balloon will show and not the other.  I've tried the draw order but that seems to be more for the look of the polygon and not the pop up itself.  I need both files in case I send this out and the client wants to turn off a layer and the other file is still available with information.  Anybody have a work around on how to make one polygon's balloon have higher priority then the other?
