Question about google earth and google maps

Is it possible to have a shared google earth google maps with the ability to add custom marks like google earth does but also limit the users on it to avoid trolling/griefing, the idea is for a semi crowd sourced map for Pokemon go but would like to limit the amount of contributers to avoid the above issues initially it would be a small group of friends with access to edit but would open it up to more users if they can be proven trust worthy

There was a similar question asked on the official help forum: Want to make a map people can add to, but not edit or delete. I'm not sure if that was you, but even it wasn't, you may find the answer helpful.

Google Earth isn't really made for collaborative editing.  My Maps would be a better option if you trust your collaborators. You can invite individuals to edit it. Giving anyone permission to edit it would be risky.
