Off Cefn Sidan beach (and Pembrey airfield - WW2) in South Wales. There's a similar construction further along the beach. This area was (and still is) used by the Armed Forces from WW2 onwards so I'm guessing it's something to do with that.
I got the opportunity to go out there during a very low tide, the posts are about 15" across, square and eroded right down. They're covered in mussels.
