The locals call it a cauldron which is the most accepted etymology of the city's name as well.

ANSWER
This building is in Kazan, Russia, called by the locals as the kazan i.e. cauldron or boiler and is used for weddings and officially called a family center.
What makes it more interesting for me is that the word 'kazan' comes from the Tatar-Turk language and is also used in Hungarian with the same meaning (kazán=boiler).
