ANSWER
The mysterious number on the asphalt at the d'Coque center in Luxembourg is 3258916074
(Coordinates: 49.6230598 N 6.1529827 E)
It has been there since at least 2013 according to the historical satellite images of Google Earth.
From that number, the coordinates I created are: 3,2589 N 16,074 E
