I scoured the same countries as krenek. Finally strung 8 words together in a search and found 2 websites that mention this place. Not very well publicized, but an interesting place.

ANSWER The lusheng is a Hmong musical instrument with multiple bamboo pipes, each fitted with a free reed, which are fitted into a long blowing tube made of hardwood. It most often has five or six pipes of different pitches, and is thus a polyphonic instrument. (As for the first clue, the Hmong people is also referred to as the Miao in mainland China.) Here is an interesting video report about the instrument. The tower of the puzzle is made of lushengs in the city center of Guiyang, China Coordinates: 26°34'23.83"N 106°42'22.69"E
