OK, maybe that sign is not readable enough...
(FYI: I learned Russian for 8 years as it was mandatory in the ex-communist countries so reading Cyrillic is still easy for me)
The way to find this place is to find the phrase 'house concert' in a language that uses Cyrillic.

Kudos to Krenek for finding it, maybe it was too far-fetched. Here is the solution:
If you check out the phrase "house concert" in Wikipedia you'll see that the Russian (and similarly, the Ukrainian and Belarus) word is Квартирник.
This is the interior of Kvartirnik Bar in Gomel, the second-largest city in Belarus.
