I have searched Beijing, Xian, and Zhuhai in China. The street overlay needs to be shifted to match the satellite images in all three cities. Some streets are shown over rivers and canals.
I tried to report this in the main Google Earth where under Help one types a summary and selects an image which shows the problem. When I select "Submit", the program fails. Perhaps someone can enlighten me how I am using the program wrong. More importantly the overlay needs to be fixed.

The offset of road map overlays in China was discussed last month in the Google Earth Blog >> HERE<< and >> HERE<<. I discovered how frustrating it can be when I was using the Roads Layer to overlay a map of the Tianjin explosion on August 14.

Thank you for your answer. I now understand why I see this shift and it will occur everywhere in China.
