Colored Plane Shadow

Probably the shadow of the plane passing above ? Makes me wonder why the RGB colors have been decomposed... 
Is that because of the kind of captor in the satelite cam, and the rapid movement of the image ?
If you have an explanation I'll be happy to hear about it !
