What is this weird road in Djibouti City?

Does anyone have any idea what this could be? I checked the location on google maps and found nothing. A basic google search failed because I didn't have any good keywords to describe it. My best guess is that it is some sort of racetrack or parade venue, but then it should be labelled clearly.

My opinion: Possibly a former airfield (French?). Apparently it is now being used by the state (military?). Political use seems likely. There is this emblem, which is associated with the independence of Djibouti in 1977. 2017 - shows 40, 2018 - 41, 2022 - 45. Maybe actually the military parade area.
