When I looked up this small mural in GSV, I happened on an unlikely coincidence in the form of a second wheelchair rider. Unfortunately, the mural is reverse searchable, so I decided to replace it with an image of the same subject. Please post a solution with the mural blotted out. Later I’ll post the original image as a clue.

Well found all.
The answer:
Robert Wyatt mural, next to 188 North Street, Bristol, England. There was another RW mural in Canterbury, the place where he went to school. Wyatt was closely involved with the branch of rock music known as the Canterbury scene.
