Not sure if this still counts as a traffic accident, but it started as one. It's an interesting find anyway, I thought. From Wikepedia: "A cement truck rolled over on the side of the road. The company that owned it came and got the truck, but left the mixer behind because it held tons of concrete. No one is sure exactly when the wreck happened. Some accounts put it in the early 70s, some in the late 60s and others as far back as 1959. It is located on Winganon Road between Highway 169 and Oologah Lake in Rogers County. In 2008, Heather Thomas and her husband, Barry, and some friends came up with the idea to celebrate their 5th anniversary by using canning lids, garden hose, and other household items to make the cement mixer look like a space capsule."

On this GMSV frame you can see the ruined pillar of the tape barrier which has had the car to roll over. So the guy came from the NE where bigger settlements are situated not far from the accident. If I imagine a reliable scenario the guy was there for some medical purpose as blood donation or dialysis and he got the bandage applied by the medical assistance, so it is not related to the accident this way. As the car slammed to the tape barrier on the opposing lane, some properties (phone) may have flew out of the window, that is why we see the guy eagerly searching for something in the grass by the road. About the "documented case of failure to help" I can say what have already said in your solo-post: "Neither the black car ahead in the distance nor the GCab had stopped, but probably even it was not necessary... From afar it seems that the black car was slowing down at the accident and had the chance to communicate, also GCab driver could have asked the guy whether he was been okay. Of course, most important that luckily he looks uninjured." Closing, also I can just repeat myself: Great spotting! ( ;
