Thanks yleor for the two clues but these were really not needed as the reverse image search itself revealed the full story. The news reports about this painting mention that it was found in the town hall of Saint (Sint) Gillis. The building is easy to locate but unfortunately I cannot get matching image of the glass building posted by you, Walter_V_R and krenek . I have spent several hours poring over the area and also going around the building but no success. Some web sites even mention the urban office in which it was found but Google and Google Maps have not been of any help in locating that particular office. I will wait for 3rd clue now.

Silly of me I missed the most important clue - the Title of the post, hence couldn't understand the second clue! Thanks to a little bird I got on the right track. Even then it took some time to find it. Good puzzle yleor.

i found some different information: according to this website monument.heritage.brussels/fr/Saint-Gilles/Avenue_Henri_Jaspar/113/4713 = SV linkthe museum was not at "your" place the correct new building is it reads "Il remplace trois maisons néoclassiques, dont le Musée Speeckaert au no 114" = "Het vervangt drie neoklassieke huizen, waaronder het Speeckaertmuseum op nr. 114" (google translation) i wrote to you about that but i'm not sure you read my message!?

I’m sorry about the misunderstandings. In Wikipedia the name is probably misspelled: Léopold Speekaert. According to that lemma, in Dutch, the artist lived for a long time at Gulden Vlieslaan 114. My apologies!
