Even before the clue, I had found the original Instagram post, which also showed a hashtag giving a city's name, yet the answer eluded me and the clue given now hasn't helped. I definitely need a clue to the clue.

I definitely need a clue to the clue. You should make some more effort as I gave a very strong clue: 2nd biggest city of the country. Well, this city can only be in Europe (or North America) but even within Europe this architecture isn't quite typical for a lot of countries... So how many cities should you check? I don't think it is more than 10.

This tree-shaped island is part of the Recreatiegebied Broekpolder, a recreational area west of Rotterdam.

“Heel Nederland fotografeert” means All of the Netherlands (i.e. everybody in the NL) photographs / is photographing.
Yes, there is a small town called Heel, but it is not referred to here.
