The answer: This is in Andorra, the microstate in the Pyrenees mountains between France and Spain. The official language in Andorra is Catalan. The high viewpoint, overlooking the village of Canillo, is called Roc del Quer. The sculpture was made by the Argentine artist Miguel Ángel González. Coordinates of the sculpture: 42.5672°N, 1.5911°E. It’s easy to find the traffic circle from here.
