think it is about oil.

it is by an oil well head (road connects the airstrip with it) and can be used both for transport of (future) petroleum-products and construction materials of the station.

I've seen unnamed air strips in Saudi Arabia, I think in the Empty Quarter. I assumed they were oil company airstrips, too.
