Well done krenek, Walter_V_R and dagger66. A clue for others: The partly blurred text on the stone panel (for lack of a better word*) says, in translation: Here, the great flood of 1910 stopped/ended.
* In the Netherlands we would call it a gevelsteen, literally gable stone.

I didn't use a map to find this place. I found it while I was 'walking' through this street. IT'S NOT REALLY THE PLACE WHERE THE FLOOD ENDED, IT'S A JOKE. The second part of the clue may lead to 2 search results.

Even with a map, that's still dozens of streets to check! And I already tried the various word orders, and synonyms for "stopped" and "flood" too. I don't know how those who found it were led directly to this place. I included café in some of my searches to no avail btw. There's probably a magic keyword but I can't think of it.

Please read my correction above. Krenek informed me that the water never got this high, the stone is a joke. Substituting the right French words for stopped and flood, keeping to the word order of the second translation, should lead to 2 search results in Google. You don't have so many words for stopped and flood, do you?

Well, I found it only thanks to the keywords provided to me by someone who prefers to remain unnamed, which have nothing to do with any flood by the way, but with something entirely different in your image. I tried the sentence on the plaque in Google and still got images of flood, and not this place. When you post the answer I'll tell you about the ways to say this same sentence in French. I counted 12. And that's only with ONE word order!

I have send a PM to some players with open challenges. They are replying one by one, bu not all at once, to avoid pushing ongoing challenges to the 2nd page.
On the other hand I see that some older challenges still invite some new players to give it a try. And I like that activity.

the owners of this café put that sign on their wall as a joke and because it's a pretty sign (or maybe le rendez-vous des amis was at another address in 1910!?) indeed, that part of paris is pretty "high": it's on the well-known "butte Montmartre" ("butte" in french means "small hill") and the flood never reached that area as this map of the 1910 flood shows: in the north of paris, there is the well-known Marché aux puces de Saint-Ouen, a rather huge flea market where you can find this kind of stuff (funny, historic signs) ...in fact, where you can find anything, or almost! in paris, there are shops specialized for such items too, original posters, signs, etc., pretty expensive things
