Sorry forgot about this one pending. Clue: The title is in honour of the 007 film "From Russia with love", but is had nothing to do with spies nor the history of such movie, sorry for the redhearring
As Krenek wisely hinted, it is moored beside a seaside city, a very touristic one if you love scuba diving. The sailboat sunk due to a storm and has been there for a long time, seems the insurance company has no interest in recovering the boat.

Dozens of hours of Googling, and I have become somewhat of an expert on the Liman (this isn't it) and other sailboats because of this puzzle! I obviously need to improve my skills.

Good job, Dagger66 and @utapaoapao We all need to spy on Walter's and Krenek's search logs, hahahahaha Answer: I learned about this sailboat on the news a few weeks ago as it got graffited by local artists of the island of Cozumel
right in front of the "Museo de la Isla de Cozumel"
From the local news: "The Marine elements checked the stranded boat, but the owner has not been located yet, since the boat has no registration and was in the open sea in complete abandonment."
The reason for the title was in reference of 007 movie "From Russia with love" as the owner happened to be russian. Half a red-herring as he was never mentioned to be a spy. Sorry for that, just having fun.
I wonder how Krenek found it so fast

That's why I would love to have access to your search history, While testing: I used "sailboat russian capsized" and took a couple pages to find the reference, but never saw the one in your link. I wanted to use a picture of the graffitied boat, but it would be reverse searchable.
