Here is a clue: Not only did it happen on what was this day in history (16th of August), but it was exactly 200 years ago. The inserted image shows plans for a monument, that has now been realized.

I have let myself wander down the wrong path before and convinced myself the solution must be at the end of that path. But I don't think I've ever spent so much time trying to force the solution to meet my thought process. If anyone has questions about the transatlantic cable (fooled by the poster on the right) and Queen Victoria's first message to President James Buchanan on 16 August 1858, let me know! Thanks for the clue, bridgeplayer. I feel quite silly now!

“The Peterloo Massacre took place at St Peter's Field, Manchester, Lancashire, England on Monday 16 August 1819 when cavalry charged into a crowd of perhaps 40-50,000 who had gathered to demand the reform of parliamentary representation.” ( Wikipedia link) The Peterloo Memorial is located on Windmill Street, near the site of the massacre. 53.4765°N, 2.2457°W
