Google Earth images are consistent with respect to a unique georeference process or reliable GCPs. I selected a specific area and I tried to make a study on land changes during a decade and I noticed that the polygons created from different years for the same area do not align properly and there is a noticeable shifting.

Hi, there are sometimes shifts of imagery that's true. I would normally assume that the later imagery is correct, but that's not always the case.
If you find something that is definitely wrong, you can try reporting it via the option in the Help menu in Google Earth, but it might not do any good. Google have removed the option to report satellite imagery.
